I understand the rule for pitching outside leg stump because you don't want to reward defensive bowling but I don't understand the rule for hitting outside off stump. For example that delivery there, what purpose does it serve when that isn't given out. That delivery should be rewarded.

If it's going to go on to hit the stumps from there it should be out.
