Because it wasn't painted. Most of the council grounds have the lines permanently marked in the grass. Not sure how they do it, but I'm sure you've seen it around. Some of the grounds that they keep a bit more lush there can be 2-3cm between the bottom of the marking and the level of the grass. Those ones aren't actually so bad because they're soft, but once the weather heats up and bakes some of the grounds dry fielding anywhere in the circle can be a nightmare.
It's pretty shitty. Still, you're usually ok but I dive around like a spaz, hard to get out of the way

To overcome this problem some groundstaff resorted to adding weed killers or substituting white line marking materials with creosote. The use of these materials generally killed off the grass, and between the 1960's and 1980s' was an accepted practice.

Yeah they used to use lime but it's been banned for a while. Some pretty graphic example of why can be found floating around the net....
