The fact the play-the-ball even exists suggests it is intended to slow down the restart after a tackle. If that's the case why are all modern rule changes seemingly intended to speed up the play-the-ball? And why not just allow a roll between the legs like in touch footy? Or f**k it off altogether and have the tackled player stand up, tap it and pass.I know they've been soft on it for weeks after threatening to be strong on it but fair dinkum I wish someone would get a foot to the ball when they're playing it.
Can you imagine them throwing out the snap in NFL, or letting them pick the ball up from the dribble and run for a few steps and then dribble again in basketball or just ignore handballs in soccer. It's part of the game dammit!

He probably wouldn't catch him, but it is very possible that Barba causes the player to put the ball down is a worse position thus making the kick harder. Two points can and does decide games.
