Absolutely. At least the Chargers stadium is modern, and would actually be a good atmosphere because it's an intimate stadium by their standards.

60K is not big enough for either origins or the GF
the NSW govt won't build ANZ that small for fear of losing GF's to other states

Against the Titans would be a more accurate comparison. Also we have seen those teams in prelims so it doesn't need to be a hypothetical you can just go back and look at what they got.

The round 26 match for the minor premiership( I think) the previous year got a higher crowd

I think if there was a second Brisbane team and the competition forced the Broncos to wake up and fire their fan base up then this would be a possibility. But while the Broncs are able to get pretty decent crowds while sleeping at the wheel I highly doubt it.
