It was the expected 50-50 crowd. The Roosters fans exist, but only come out of the woodwork on Anzac Day, grand final day and whenever they open a new stadium.
From what I could see and hear on tv it seemed 65-35 roosters based on crowd shots and cheering/booing when teams ran out and scored

Rain forecast tomorrow, Leichhardt crowd will be pretty poor. Only a shock salary cap breach at one of the other clubs can keep us away from the Spoon now...

Back with the neutral stadium rule Pre Covid

Penrith had 17,168 v Warriors Accor
19,211 v Sharks SFS
15,408 v Manly SFS
22,631 v Bulldogs SFS

Maybe you add 10-15k extra to that, Still is going to look poor in an 85k Stadium

As for the change in the rule, I agree you need to give the higher placed team a benefit
Pamfers don't have enough true blue fans??? Who'd have thought?

Week 1 of the finals is generally average crowds, It does build up as the year goes on

2019 pre covid

Roosters v Souths pulled 30k
Storm v Raiders 20k
Manly v Sharks 15k
Parra v Broncos 29k
Let's play pick the suburban ground! Can you guess which game was played at one?
