Both Manuka and Seiffert are too small, and Seiffert is a disaster for transport links and parking and would need significant upgrades to be capable of hosting NRL matches at all (it'd easily be the worst ground in Australian professional sports to give you an idea). Mckellar park, Viking Park, and West Belco, are all way too small and would need similarly massive upgrades as well.Move back to Seiffert . honestly though is there anywhere that the Raiders could play down there other than Seiffert or Manuka if needed ?
So no, there isn't another option in Canberra or Queanbeyan for the Raiders. If Bruce was unavailable they'd have no choice but to either bleed members and money at Manuka or play outside of Canberra at least on a short term basis, either of which would be an absolute clusterf**k that'd probably end up costing the club tens of millions of dollars. The damage it'd do would probably cripple the club for a generation or more.
If it came to that and it was me I'd honestly just relocate the side. I'd sound out potentially interested parties, pick the best one, flash Barr and the ACT government the finger on the way out, and never look back.
Weirdly the Brumbies might fair better under those circumstances because of their smaller crowds and lower running costs. They might be able to get away with splitting games between Manuka and Viking Park for a fair while. It might even save them a quid for a time, but it'd probably still kill them in the end.
