We have been under-reporting crowds for years.

Council gouging prices clearly go up, per the crowd number.
If there is some sort of sliding scale, I highly doubt the organisations that benefits would let clubs self report their crowds.

The prices for the Fijian trial this week are insane. Even in Fijian dollars it is $120AUD to sit in these Grandstand seats. Barely sold any so far. Not really surprising.

what does selling in level 7 mean in terms of worst case crowd number? 35k?

last years crowd was exactly on par with their historic crowds when they are travelling well. The dolphins had virtually zero effect.
lol ffs. Nope. Those Gabba crowds cost us a 38-39k average. We would have seen 40k vs Eels, 30k vs Roosters (was a Thursday) and 45k vs Phins. Instead we got 29k (sold out), 21k, and 30k(sold out).

Classic PR - would prefer the Broncos (and NRL for that matter) weaken due to cannibalism from another club than the code strengthen and destroy the other flops (AFL and Yawnion).

Personally I think it's crazy prices. Fiji does have an appreciation for League, as shown in TV ratings, participation, etc, but there is zero history of big crowds turning up for RL games there. The Australia PM XIII v Fiji PM XIII drew around 3,000 to the National Stadium in Suva, and the 40:40 experiment with the Kangaroos, Kumuls & Bati got about 4,000.

Comparing the available seats to the area capacities:
Waitui Stand - 389 of 408 (19 Sold)
South West Stand Silver - 297 of 443 (146 Sold)
South West Stand Gold - 306 of 460 (146 Sold)
Concrete Grandstand - 598 of 902 (304 Sold)
Timber Grandstand 1 - 728 of 1000 (272 Sold)
Timber Grandstand 2 - 949 of 1000 (51 Sold)
North Grass - 758 of 800 (42 Sold)
East Grass - 5,935 of 7,000 (1,065 Sold)

So we're at around 2,045 for the game (plus corporates / suites)

The Dolphins ticketing admin is flopping again - like get a clue, mate.

About 23k seats were released to their home game against the Broncos, and they sold out in a day. It's been like this for days. The game will sell out regardless, but that's useless.

Round 1 v Cowboys looks like about 17-18k sold.

I presume behind the goal posts will be available the GA too, right? or are they just all greyed out because they're 100% sold?

Bays 530-534 are GA, they are pretty random with these so defs wouldn't be sold out yet despite being greyed out. Sometimes they randomly appear available after the game has sold out.
