All I recall reading was that upgrades to Campbelltown were being stalled because the Government/Council believed the stadium wasn't used enough, and the reason the stadium wasn't used enough is that it's not up to standard (lighting, commentary/coproprate boxes etc).
Leichhardt has been looking for funding for upgrades to the stands for years and is solely reliant upon Government grants I believe.
So while the club waits for these Government/Council grants, the club will continue to play games at other stadiums. Personally they should play more games at Campbelltown now. A fan base needs to be cemented out that way, especially with the talk of a second Sydney AFL team being based in the Western Suburbs.
My opinion is that we won't be seeing a very great increase (if there is an increase) in the number of games being played from Campbelltown and Leichhardt in the near future. If the Campbelltown Stadium can get the upgrade, then I wouldn't be surprised if the Tigers base themselves out of Campbelltown in the not to distant future, playing say 8 home games there and maybe 1 or 2 at Leichhardt and the rest at other grounds (ie - Jade Stadium, ANZ, SFS, SCG, Bluetongue etc).
As much as I'd love to have half the games at Leichhardt and half at Campbelltown, realistically speaking, Campbelltown is going to have a better chance of getting its upgrade than Leichhardt.
