It is not the first time Dugan has come under fire, having breached the NRL’s Covid rules in June.
At that stage the NRL had imposed stage three restrictions on its players, instructing them not to attend hospitality venues such as pubs and clubs.
In that instance Dugan attended a Potts Point restaurant with friends.
“I just want to say I’m sorry, it was an error in judgement,’’ Dugan told News Corp at the time.
“It’s been a difficult period for me personally and I’m putting my hand up on this one.
“I’ve had all the necessary testing done for Covid and I’ve come back negative.
“I’ll isolate and do everything that is asked of me.”
Dugan is off-contract at the end of the year and on the lookout for a new club, having played 215 games in his NRL career.
He has previously revealed a rugby union switch could be on the cards, although the preference is to remain at Cronulla but it looks unlikely that he will be offered a new deal.
