It would be undeniably better for the sport not only in towns like Bathurst, but as a whole, if it was possible for them to develop clubs and professional pathways locally that result in local teams competing in meaningful competitions.
But seemingly nobody at the NRL, ARLC, or in the establishment in Sydney in general, cares about what is best for the sport as a whole, only what is best for the NRL and it’s clubs in the short term.
For Penrith to sit there and pretend they’re doing Bathurst a favour, when the reality is that you’re giving them the equivalent of tokens and trinkets while fleecing them of all their talent and resources, and limiting the sport’s potential growth locally, is pretty disgusting honestly.

NFL have squads of 54 for a 11 man game
As they have a defensive team and a attacking team, and special play teams training sessions can look like a proper game
To do the same in the NRL, we will ignore the special play team, you wont be a able to release half the squad to play NSW Cup/Qld Cup training sessions. As RL plays both attack and defense. In fact you need to increase the squad size from 30+6 to 40 and pay everyone professional wages. Just like the CBA proposes

So the only logical equivalent in the NRL is to play NRL Reserve Grade on game days. So all players can play on game day just like do in the NFL in full professional games at full professional venues

Agree but priority will be most likely given to their U21 squads as part of their development. Unless there are bigger injury concernsThey’ll also be allowed to pull players out of the second tier cups if needed to pad reserve grade out due to injuries.

Bears & Newtown dont play U21s but Storm are now playing U21s in 2023
So even U21s will only be missing Cowboys, Broncos & Titans. But all 3 used to run RG or U21
At U19 & U17 level it makes sense to stay in a state based structure. Though the missing NSW Country regions should join

That's interesting to see the Storm have U21's and U19's in the NSWRL system now, that is going to be amazing for bringing the local Victorian boys through a quality system against quality opposition. The game has really turned a corner with development of Victorian talent.Its the challenge
