Yes it is. If you build 7 stadiums in Liverpool each would have more tenants than Penrith. That doesn’t mean it’s smart.
The reality is. Tigers and Canterbury are close to all seated stadiums with infrastructure being built that will make trips there that can make trips less than ten minutes to all seated stadiums with decent support for disabled people. They’re serviced. Penrith isn’t. That’s why it’s prioritised. Simple

& don't start with the theres more potential at penrith rubbish , Ive seen brookvale with crowds of 28K & been there with 26K & with brand new stadium & a winning team they'd be back in those numbers.

they're not getting a brand new stadium.
Nope, penrith is a pork barreling exercise & nothing more. So lets call it what it is.
The NRL knows where the new stadium should be & what is best for the game. Trouble is they don't have much say when votes for politicians in key electorates are concerned.
