Thats my 3rd thought, my 2nd would be what it would look like if Australia didn't have Rugby Union ?
And first is what would the landscape look like if Rugby and Victorian Rules had merged to be the real true code of Australia and the many attempts they tried back in the 1870s, 1919 and 1933 ?

Not a bad list but some obvious changes need to be made:

An 18 team competition, removal of unimportant club/s and a proper football team for the true heartland of Rugby League in Western Sydney.

25 years later and we are still not close to where we should have been when we had the opportunity in 1998 to redesign the top tier of the game.

You know if you take the tribalism out of the game what do you have a game without a soul, a lot of fans will not have any interaction with the game if teams are merged or relocated..

Mergers were a mistake. Mergers are horrid. They should never happen again.
Relocations are fine. The Rabbitohs have done it successfully albeit over a short distance.
Tribalism isn't getting big enough crowds in or otherwise doing enough to keep most Sydney clubs doing well.

Crushers were financially unviable.

Chargers had money in the bank.

Illawarra Steelers had no money and couldn't survive as a 50% partner of the St George Illawarra Dragons. News Ltd offered the Steelers a spot in Super League that would have guaranteed their survival, but they were too stupid to take it and sacked Graham Murray for negotiating with them.

St George Dragons, North Sydney Bears and South Sydney Rabbitohs were struggling to tread water.

Auckland Warriors, Adelaide Rams and Western Reds were in a perilous position.

Balmain Tigers and Western Suburbs Magpies Tigers were in deep trouble.

If we let natural attrition sort out the layout of the land then we would have ended up with the following teams by 2002.

Brisbane Broncos
Gold Coast Chargers
North Queensland Cowboys

NEW SOUTH WALES
Canterbury Bulldogs
Cronulla Sharks
Manly Sea Eagles

We would have had 11 teams, with one team representing northern Sydney, one representing southern Sydney and one representing the CBD/eastern Sydney. Another three from western Sydney and one from Newcastle.

Adelaide Rams, Auckland Warriors and Western Reds would have needed to be supported until they became sustainable to run a 14 team competition. Over time there could have been expansion into Melbourne and Brisbane 2 for a 16 team league.

Ideally you would rebrand some clubs for marketing.

Yep, you construct a good scenario where we get to 14 teams.

The positives: Perth, Adelaide, Gold Coast & Auckland kept, Sydney is rationalized to 6 top tier clubs, and scope for Melbourne & Brisbane 2 to be added for a still manageable 16 team competition.

The negatives - no teams in the Illawarra, nor on the Central Coast (but hey.. maybe scope there for a few games per year, and NSW Cup teams of their own?), Broncos get a period of monopoly over their city until the competition expands again, loss of great brands like Tigers & Rabbitohs (could they be saved by relocation/merger ala Brisbane Lions in AFL?)

I actually think the way forward for SE-Qld in this scenario would be the Chargers to rebrand to Dolphins (with Redcliffe as feeder club, keeping jade & purple as colors), and Brisbane Tigers as an expansion team alongside the Storm when the competition goes to 16 teams.

Big positives for a Chargers rebrand are that the Dolphin brand is brilliantly marketable, and it means there's not two clubs with a lightening-bolt motif in their branding when the Storm are added later.

As well as that, a Brisbane Lions-style merge/relocation would see the Perth Magpies & South Australia Rabbitohs take the place of Reds & Rams in the competition.

Spot on.

Nice that you mention Souths - because for all the marketing says about Redfern, their home ground isn't the closest NRL-standard stadium to that suburb, and their supporter base has been skewing west over the last 2 decades.. so who do they represent now? It's a soft-relocation.

Without the Dragons and Steelers there wouldn't be any teams using red and white as their colours, so the Chargers could merge with Redcliffe to become the East Coast Dolphins, wearing red and white.

Another option would be for the Easts Tigers to merge with Chargers to become the East Coast Tigers. They would cover southeast Brisbane down to Coolangatta.

A twist on this thread... if we got the ARL right in the beginning... still lots of turmoil in the mid-to-late 90's but at least the comp comes out the other end stronger...

1988 - Newcastle Knights added to the NSWRL to make a 14 team comp

1995 - Wests Magpies and Balmain Tigers go broke and are relegated to the now second tier NSW Cup. Brisbane Tigers, Redcliffe and Ipswich join with the NSWRL clubs to form a new 16 team ARL comp,

1998 - North Sydney Bears and Illawarra Steelers go broke and are relegated to the now second tier NSW Cup. Manly take ARL financial incentives and relocate to the Central Coast to use the new stadium that was earmarked for the Bears which solves their ageing Brooky problem. St George take on the Wollongong region after the demise of the Steelers and rename themselves the St George Illawarra Dragons. The Burleigh Bears are promoted to the ARL and rename themselves the Gold Coast Bears. Auckland Warriors enter the ARL to return the comp to 16 teams.

2002 - North QLD Cowboys and Perth Reds join the ARL comp to make it 18 teams.

2010 - Adelaide Rams join the ARL comp to make it 19 teams

2012 - Christchurch join to make it 20 teams

We need to augment our junior playing base by a lot more than we have now and at the same time augment our fan base by appealing more to a broader base than we do now.
