I think I already did.
Apparently the fact teams can finish higher or lower on the ladder in a given year means they are all equally resourced. Or maybe it means the ladder position in a given year directly indicates the resourcing differential between teams, but only that year.
That was my take. I had to check whether he was serious. Turns out he wasn’t.

Exactly. That's how a team can beat better resourced rivals sometimes, or less rarely, finish ahead of them on the ladder.
