It’s one of the areas where the NRL have completely messed up - how can accidental ‘dangerous contact’ (head clashes, contact with head when attacker slips into what would otherwise have been a legal tackle, Nikora style ‘hip drop’ where it was just the momentum of the tackle that led to his body swinging into legs of attacker) be punished more severely than deliberate acts that are only ever intended to injure (these elbow/forearm drops). Yes proving ‘intent’ is difficult, these cases are cut and dried - whether they actually caused substantial damage or not, they’re purposely, actively making dangerous contact - that type of act should be the most harshly punished of all.
