This is my attempt at a solution: have at it you merkins.

We need to make the deliberate penalty a thing of the past.
  • New class of penalty - Red Zone Penalties (name doesn't matter). Defined as any penalty the defending team commits if the play started within the attacking 20m.
  • These penalties are waved 6-again rather than a stoppage, if possible. (eg can't really be 6-again if the ball is ripped out). This is to prevent the defenders getting a breather.
  • Advantage is awarded, meaning the attacking team can at any point in the penalty six-again set, opt to shoot for goal. eg Winger is held down -> 6-again awarded -> attackers centre the play -> captain signals to shoot for goal. Yes this is boring but it will stop the defenders deliberately giving these merkining penalties away, which is the point.
  • Quick taps are allowed within the 20m, but not the 10m.
  • Defending team is given an automatic warning when the Red Zone penalty count reaches 4. Next penalty is an automatic sinbin and the counter resets.
  • Counter resets when the attacking team scores a point, or possession changes. Counter does not reset for goal line dropouts.
Reading through it I guess all I've done is reintroduce advantage and codified how long the counter/warning should last.

Thoughts? What have I missed?

Bit complex is my criticism. I like the reset the tackle count in that end idea to keep it flowing though. If the ref must give a warning to the captain (which I feel is bollocks - implies that penalties were OK up until this point), do the superleage thing and wave your arm in a windmill motion.

I understand sport evolves but I think continually tinkering things - particularly to the complex level in the post above - takes the game too far from its roots.

Post was inspired by Vossy's (justified) angst over whether/when the penalty count/warning resets for a team. If we take the ambiguity out of the equation, I believe the game becomes less complex, not more.

Refs discretion is ok and shouldnt be criticised to the point where it disappears from the game but refs shouldnt have to walk the captain over and threaten them to do it.

Simple, 3 penalties in a row inside 20 fourth is a sinbin. Resets once that attack is dead. If not tight enough and merkin players still destroying the flow of attack make it two in a row and third in the bin. It really shouldn't be hard or at the refs discretion.

End of day most of them are for not being onside. How hard is it to make sure you have a foot behind the line?

They've cottoned on. Once the bin is used, the whistle gets put away or often gets used on the other team instead. So you lose a player for 10 and the ref then leaves you alone. The smart clubs are using nuffie players for this purpose.

Trent Merrin was in the sin bin last week. Are you saying Trent is a nuffie player ?

All of these convoluted plans and rules when it could be so easily fixed.

Bring back the quick tap inside the 10. Problem solved. Why the f**k did they take it away anyway?

I don't think it's that complicated, people are trying to take referee discretion and put numbers on it.

If the ref feels that a team is deliberately getting penalised for advantage, he warns them. If they continue to do it, he bins them.
If they stop doing it for a while, he might show leniency.

Don't over-complicate it. The numbers aren't important. The 'how many' or 'how long is a while' really isn't that important. Everyone asks for this mythical 'feel for the game' but if any ref shows some discretion the same people start whining about consistency. It's a lose lose situation.

Referees need to be able to make judgements. "How many penalties in what area of the field for how long = 1 sin bin" is an impossible equation for the rulebook to answer.

No, I'm saying we're not smart. I note in the same game it was Twal who was sent even though it was Packer who was all over the tackled player.

Because they like making more rules to make things more complicated. Buggered if I know why you can't take a quick tap within the 10 metres (or for the defence being offside).

Same with the 7 tackle rule. Should be changed so that if the attacking team kicks it dead etc - the play shall be restarted from where the kick was made for those done outside the 20 metre zone, or on the 20 metre line for those within the 20 metre zone. This would stop teams from putting the fullback in the defensive line as they do now, because they know teams are reluctant to put a sneaky grubber through in case it goes dead.

I see this as pretty simple

Create a blood bin style interchange - sin bin card

Give it to the sin binned player as he leaves the field

The NRL interchange official can only allow a player to return to the field when he returns the card

I like the idea of a sin bin countdown shot clock also
