I think you're oversimplifying it a touch. There is an inherent tribal attitude in human beings, but there is a lot more to why this turns into racism than resources. Ultimately it's experience that creates racism, and that includes resources but also education, environment and just general life experiences. And I think there's certainly a psychological aspect as well.

As for the psychological aspect, poverty correlates to low intelligence, and it's no surprise that poor people (including many immigrants) lack the intelligence to properly understand the complexity of the world without leaning on harmful stereotypes. If a new immigrant arrives somewhere like Bankstown and observes the Aussies living there, it would be understandable to assume that most Australians are junkies raised by single mothers. That won’t lead to much respect for the host population.
