How is this any different to the last ten years when anyone could join the state cups if they wanted to?

This "proving" themselves in state cup is a bit of nonsense. Do we expect Perth, NZ2, Adelaide etc to be able to attract marquee sponsors playing in 2nd tier competitions watched by thousands? These cities already have first class sports teams to get behind, playing Mounties or Burleigh is hardly going to bring fans and sponsors in.

I understand there are some little things they can "prove" in regards to basic operation of a club but in reality it will be an entirely different set up to what an NRL team would ever be. It's not like it's set in stone either, why should those teams be made to prove themselves in 2nd division when the NRL hasn't proven they will definitely expand? Sure though, let's make these potential expansion areas pump millions in to a weak 'maybe'.

To be fair it depends how the NRL plans on implementing the second tier and what they mean by a team having to prove themselves.

IF they set up a proper national second tier that is fully televised and gets mainstream exposure, then yeah maybe it's reasonable to expect the better more sustainable of these lower tier clubs (in other words the ones that could make it in the NRL) to be able to attract good sponsors (I'm not going to say marquee when sometimes NRL clubs struggle to attract marquee sponsors...) and a reasonable amount of support.

On the other hand if they leave the system the same with the NSWcup and Qcup effectively acting as the second tier, with effectively zero coverage, etc, etc, then yeah it's a stupid idea that so limits the NRL hopefuls in their potential growth that it'd make it almost impossible for them to meet any reasonable criteria to join the NRL without making massive losses for half a decade or more without the promise that they'll even get a opportunity to join the NRL at all at the end of the process.

Obviously we don't have enough info on what the NRL is doing to actually knpw what's going on, but it's almost like the NRL is trying to design a process so they can look to be doing something about expansion without actually being obliged to expand at the end of the process... The old 'we tried, but nobody is ready... Cause we made it an impossible task...' trick.

You mean when costs have also increased substantially since then, and finally this year the code can claim a decent surplus.Yes that's what I mean.
You mean with your experienced accounting knowledge expenses and costs remain the same.

Non of which has anything to do with the nrl not setting any measurable targets in its public released 1/2 aresed strat plan for the next 5 years. Did you see the section in the photocopied scan (you’d think with a digital Dept they cou,d come up with an online version lol) of the plan on expansion? It committed to nothing and explained nothing about their strategy on expansion.

Really! Load of bollocks.These codes operate within Australia,the NRL ditto.These other codes had bigger footprint in the AFL states than the NRL.So it is pertinent, when discussing expansion within this country and S/Ps
Ever heard of a conservative approach, where fools rush in.These other guys had so called measurable targets, and they stuffed up on income, crowds.You continue to ignore this,yet when on the odd occasion they have a plus, you blurt it out like a foghorn.
The biggest blackeye union got, was the Force debacle.The Rebels have hardly been a raging success.
a league crowds are down ,Tv ratings are down substantially.Oh they had a S/P showing us the way.

You're quite happy for the NRL to do likewise,as long as Perth gets a team, stuff Sydney teams, stuff the neglect of grassroots .It's all about you ,and using a public S/P is your instrument apparently to get on board, and do so without the condition of NRL finances .

I'm still awaiting the self sufficiency, both financially,crowds,commercial backing, extra income to come, interstate transport costs ,ability to continue through the tough times,that Perth has spelt out publicly in their S/P.And what sort of media support TV wise they'd achieve in Perth and do they expect the NRL to bail them out ,which they now won't for Sydney clubs, if they go belly up.

Rugby league has a bad habit of making promises, putting up ideas, that never come to fruition.And a public S/P, sad to say is no guarantee, it won't follow suit.

Do Perth have a financial backer or consortium ready to go if the franchise is given the green light??

We have two multi millionaires allegedly willing to be involved. Brian Cumins who owns cash converters and former reds chairman Laurie Puddy. Not sure if they are. Happy to work together. Back in 2011 when it looked a real possibility We’d see expansion in 2013 we had a bid committte of perth business people. When told by grant to stop wasting our time in 2012 it was disbanded, since then there is no hope for expansion so no need for a bid team.

What’s CPI? Costs have increased beyond CPI in expenditure areas because the nrl has CHOSEN to spend more money in those areas. Re the surplus, we saw the same in first two years of the last tv deal. Seems they stack the first year or two and then run at loss for the last 3.

As for fools rushing in, we’ve been talking about expansion since 2011. its unlikely it will happen before 2023/2024. I’d hardly say this has been a rushed process lol. And again it’s not about expanding next year bit actually having a 5 year plan for expansion at both nrl and state cup level. To say other states can join if they want to and stick up a map where these teams may or may not join from is BS.

You really need to look (open those peepers)at the increased costs the NRL have been involved with over the past years.You're living on another planet ,if you don't know what's taken place with head office,Titans/Newcastle.Dragons,Tigers etc.These are over and above normal running expenses and overheads.
LOL,The NRL didn't choose to spend money in many instances.,they had to FFS. Or let these clubs wither and die or struggle til they did.
And your expensive mate Smith didn't help the financial wastage.Redundancy payout for expensive non performing consultants.
You live thousands of kms away ,and judging by some of your comments.it shows.,

Tbh I’d rather nrlwa didn’t waste money and energy on a nsw Cup team. We’ll get flogged every week and it will do nothing to stake a claim for nrl or to offer any better nrl pathway to WA elite players than we have now.
Better that time and money goes into schools and jnr programs imo.
They seem determined to enter the Pirates in 2020. Maybe the nrl has a grand plan and this part of it or maybe it will be like our foray in the Jim beam cup which was a waste of time, or maybe not.

Again in regards to expansion it’s a case of fail to plan, plan to fail. I don’t see any sign that the nrl still has any plan in this 5 years coming, despite revenue again significantly increasing. And that’s fine but don’t bullshit us with carrots about expansion. I don’t believe there will be any expansion for a very long time and resigned myself to that after a breakfast with grant in 2013. It’s a shame as we have a great game that deserves to be bigger and more successful but it’s has for decades been blighted by poor management and myopic leadership.

The NRL didn't get the money back they outlaid.Nowhere near it.Only now the Titans and Knights are not underpinned by Head Office,thus not a drain of financial resources. $5-10m per year LOL.a very low stab in the dark.
In fact the NRL got much less than people expected on the respective sales.They wanted stability, and people with experience first and foremost.
Debts accrued, management costs, player costs, hardly chicken feed as you pretend.

Last paragraph that doesn't mean because you haven't seen it,the Commission is not exploring it,and weighing up future profits (fingers crossed) in which to go ahead.
No public S/P for the future , is going to bump profits for the now.

What you do or don't believe,has no impact upon the final decision.My judgement ,it will be done responsibly ,rather than the old pins on maps routine(which is your way to go).

The ARL and NRL have had their fingers burnt in the past, before A League came into vogue.And before the Force
and Rebels

And I repeat nauseously ,neither the NRL,Commission,you ,me, and Perth Pirates have a clue as to what the lie of the land will be re 2023 and media offerings and ability to play X amounts.The NRL have stated there is a huge change in technology happening, and TV stations themselves have stated the days of continuous large TV contract increases are over.red rover.

Richardson wrote the state cup expansion strategy report for Smith nearly 5 years ago, nothing happens quickly, or at all sometimes, in the nrl lol.

The only ones that have put pins on maps are the other codes, in some cases to their financial detriment.
It's pretty obvious ,if the ARLC released publicly a S/P which may or may not be practical,you would still complain, in true old man yelling at cloud fashion.
