Can't get much lower than a finger up the clacker so Hoppa has my vote.

No-one has mentioned Terry Lamb. I'm surprised. Plenty of cheap high shots (one that almost decapitated Michael Speechley was disgraceful), continual niggling and facial massages in almost every tackle.
