I thought you could - that is the actual rule? Luai is a New South Welsh Samoan.If he prefers to play for Tonga sure, but you can't be a New South Welsh Tongan any more than you can be a New South Welsh Kiwi. As long as the rules remain as they are we are going to be the biggest losers.
Of course the likely alternative would be that everyone just played for Australia so that wouldn't work either.

I’m saying the rules don’t reflect reality. Kiwis, Tongans, Samoans are all equally not Australian. I can’t really say I ‘respect’ Katoa’s decision to represent a country because it enables him to represent a state from a different country. That’s how it’s going to be though, so might as well let Kiwis play Origin.
