Totally agree, the two men up top then finally third man down low is the real blight on the game. Go back to teaching players how to tackle one on one!
Implementing rules to achieve this would be a mess.
Only way teams go down that path if there is a perceived benefit and improvement to team performance.
I know Canterbury had a preference for two man tackles 5 years ago. With a large pack they thought they could control momentum well enough with two and limited the 3rd man getting targeted / shortening the line on retreat. Since then pack sizes have gotten smaller and teams are becoming more mobile. That trends even further towards three man tackles.
