If the NRL are smart they'll try to deflect any plans for an NRL side into the Australian Government investing in local RL in PNG and helping to facilitate professional pathways into the NRL.

I reckon improving nrl scouting as well. Maybe hold a scouting camp like nfl do? Or maybe have nrl paid scouts watching the jnrs and identifying best jnrs and nrl provide scholarships for those kids to join nrl systems in Oz?From my perspective any 10 million a year towards;
1. Improving the Digicel Cup Teams and maybe add a couple more Teams.
2. Introduce an U19's or U20's Competition for all the Digicel Cup teams.
3. Add an U19 Hunters Team to the QCup.
This might sound a bit weird, but one of the biggest things a benefactor could do for PNG RL would be to invest in the equipment and expertise necessary to bring the broadcast quality of the Digicel Cup up to a standard where they can sell it's rights to international broadcasters.
Sure they wouldn't get much for those rights by our standards, but to the PNGRL it'd be a significant source of income that they don't have the means to access at the moment.
