In that situation why can't the ref just tell him to go back and play it properly? When the only possible rulings are a lost ball vs a penalty it's a huge decision to get wrong. Just play the ball.

Well it obviously wasn't. I think the refs (rightly) don't like to award penalties when players milk them, even if it should've been a penalty without it.

It was a penalty even if they didn’t call it. They got it wrong. We got the win in the end so it doesn’t matter, but if the game was in the balance and that call was made then it would be a big deal.

If a call like that cost a team like the Storm or Souths a game then the media would be all over it.
