P & R seems to be working well for Toronto. Amazing what new ideas can do.

If they don't exist it will only because Canada has grown tired of the game. It will have nothing to do with P&R.

Much tinkering would need to be done . But , as Toronto has shown , if you want something badly enough the pathway is there. And maybe , eventually this could lead to a high standard two conference System.

To be fair, we don't really because the NRL doesn't even know how many teams it wants in the top tier. Apart from the current bids vying for an unknown number of licences there really isn't the amount of interest, particularly from international teams, to join in the NRL bar maybe PNG and if there is more, they are by no means at any point or standard to be competitive in the 2nd tier, let alone NRL.

I don't think what happens in the Super League really necessitates what has to happen in the NRL. Given that the the majority of teams in the next tier are either carbon copies of established NRL teams, or minor suburban teams already represented by an NRL team (Wenty, Mounties = Parra, Blacktown = Penrith but feeds Manly, etc. as an example) or being feeders for NRL teams (NS -> Roosters), there is really no sense in promoting any of those teams into the NRL. If the second teir was vastly different to the NRL and had more teams from other ares of Australia or International then I could agree with your opinion, but right now there is nothing to be gained from it.

The other point is the 2 seperate 2nd tier competitons. They would need to amalgamate those first before introducing P&R and with the way QRL and NSWRL get along I could see an amalgamated competition being a long way off yet.. I just don't see it happening in Australia. More chance of a Conference System.

The Second Canadian team has already gained admission into the lower tier for 2021. Apparently the New York team is already in discussions with ESPN and NRL sides. With the aim of gainning admittance the following year. They sound pretty committed.
