Exactly - without a prescription they're illegal. Same as most medical drugs. You can't get cocaine or heroin with a prescription.
They're not illegal.
Also most of the players you listed for misbehaving by taking performance enhancing drugs did not steroids. They took off the shelf substances that can be purchased without a prescription, but are banned in most sports outside the US professional sporting competitions.
Yet you still included Wendell Sailor, who took cocaine, as a player who 'got into trouble', even though technically by your definition cocaine isn't illegal.

If they do not get 20 years jail, then once they have served the sentence issued they should be free to resume their lives. They should not be punished for the rest of their lives. The club should have the choice on who to sign and who not to sign, however the NRL should not dictate to clubs on who and who not to

All steroids may not be anabolic steroids. But all anabolic steroids are steroids. If you say steroids are legal, you are clearly saying every form of steroids is legal, including anabolic steroids.
If i named a bunch players that got done for drink driving you would tell me that wasn't 'misbehaving' either. According to you misbehaving is only when you punch someone, grope someone, piss on someone or kill someone.
