Does the bunker make the call for the sin bin?

I wouldve thought the bunker just gives the information as to what happened and the main ref decides the punishment.

Just like the touch judge calls out or offside and the ref gives the penalty or not

As per the other 2 hip drops the bunker days it's a hip drop and gives the ref their view.
