Nonsense. The first deal decided on between News Ltd and the clubs without any consoltation with the true owners of the game was a farce. They then had to come up with a fairer offer. But they also rejected the QRL proposal because News Ltd wouldn't allow the RLs their 50% share, even though they already have 50% of the NRL and would continue to do so under the 1997 deal. So the clubs' bed buddy is the one that has failed to allow a fair deal to happen sooner. The ARL is the QRL and NSWRL so to say the ARL wanted it is bullsh*t and the only fans that wanted it were prepared to take News Ltd's first deal without any thought put into it whatsoever. The QRL have gone about this exactly the right way. They've actually done some research that no one else has bothered to do. So all the dickheads who are saying they were only stalling or blocking the deal for their own sake look pretty stupid now, especially now that we've got a better deal than the one News Ltd, the clubs and the (club-centic, ignorant) "fans" wanted. They have not blocked the deal and they've actually had a look at the situation in a thorough way instead of just doing what News Ltd wants.

Frankly, I couldn't give a bugger at this point about pointscoring over who's in the right or wrong. If the QRL agree to the NSWRL compromise over having veto control over constitutional changes, then it's a good outcome by all.

Looks like the QRL has seen sense, this is an excellent development.
I'm happier now with the detail about only two votes being needed to veto any changes to the IC constitution. By having the RLs have two votes along with the clubs, it effectively means the RLs are in charge of setting/keeping the direction for the game true (through the Constitution).

That was something that didn't feature in News' original push for this IC, so it's a safeguard for the code achieved by (you guessed it) - the RLs.

Now we just have to get a Constitution for the IC actually written and released - and one that both the clubs and the RLs can agree upon. Hopefully the RLs will be proactive and provide a draft Constitution to the clubs during this season, and not leave it to be the other way around.

THE NRL could celebrate its premiership kick-off next week with the long-awaited agreement to establish an independent commission to run the game.

High-level talks in recent days have paved the way for an emergency ARL board meeting to be called next week - probably on Thursday - just 24 hours before the opening of the season.

Senior officials last night told The Daily Telegraph they were hopeful ARL board members would reach an in-principle agreement for the commission before the parties thrashed out the finer details as the season progresses.

Behind-the-scenes talks involving News Limited deputy CEO and chief operating officer Peter Macourt and senior ARL officials have progressed so far that Carr and ARL chairman Colin Love have called the board meeting.

They are both now convinced the commission is the way to go and have the numbers from NSW delegates for a vote to succeed.

The NRL released a statement after yesterday's chief executives meeting where Titans managing director Michael Searle and ARL chief executive Geoff Carr addressed the clubs.

"The chief executives were told that all parties were working cooperatively to establish an agreed model and that there was confidence that this could be achieved," the statement said.

"There was support for the progress of the talks and it was agreed that they should be allowed to run their present course."

Privately the talks have advanced further than what was revealed to yesterday's meeting but officials didn't want the negotiations to become public at the risk of upsetting directors of the Queensland Rugby League, who have baulked at moves for independence for months.

That doesn't sound as good as Rothfield makes it out initially. Seems to me that the QRL is being marginalised, if the NSWRL is using its votes to steamroll the proposal through. I presume Masters will present the QRL side presently. I wonder how teed off they are.

Get excited people! Things are on the up for the game... we should have a close season with improved memberships and attendences, improved sponsorship, negotiations for new media deals, an independent commission, a fantastic four nations schedule at the end of the year, a brand new stadium in Melbourne with lots of fanfare...

I think this will be the best year for the game since the NRL started.

No surprises there. After going in so hard about how the IC must be in place before the start of the season, News Ltd and their paid monkeys will be trying to spin some positive result about as little as an "in principle agreement" with details to come later.

But the reality is...:

...which means that this will take as long as it takes. A big slap in the face for News Ltd.

I'm happy that the talks about the agreed model for the IC are progressing at the pace necessary to ensure a good result for the game and all it's stakeholders - rather than rushed to suit News Ltd's pressure and hidden agenda.

Yeah you only have to read the last line to know what Rothfield's agenda is, trying to suggest the QRL is against independence.

Thing is the AFL isn't solely responsible for funding the states so their model isn't that applicable. For example in WA the WARL is funded through license payments from the two AFL teams, rent from their ownership of Subiaco oval and Government support. In RL the NSWRL etc are haevily reliant on the ARL getting money from thr NRL and giving them it.

NSW set to shut out Queensland in independent commission vote

THE Queensland Rugby League is braced for the possibility it could be strong-armed by the NSW contingent of the ARL board at a meeting today that could potentially deliver an in-principle agreement on the introduction of an independent commission a day out from the NRL season kick-off.

The QRL remains opposed to News Ltd's proposal that the ARL relinquish its 50 per cent share of the voting rights to elect the eight commissioners, with the clubs to receive 16 votes in total and the NSWRL and QRL to receive only one each.

But aware that NSW holds a decisive 6-4 advantage on the ARL board, when chairman Colin Love and chief executive Geoff Carr are included, Queensland directors are prepared for the prospect of being outnumbered in a vote today.

''The QRL hasn't changed its view. It depends on what NSW do,'' QRL managing director Ross Livermore said. ''Anyone that's got six votes to four could win anything if it goes to a vote.

''We are saying the ARL should retain 50 per cent of the voting rights in the not-for-profit company. I don't know how [the NSW board members] will view it because I know there's a couple of them there that have been in discussions that may have a different view to that.''

The QRL has a scheduled monthly board meeting tomorrow but is aware it could be trumped if the numbers are stacked against it today. ''If people want to vote and get down to that level let's see what the result is,'' Livermore said. He stressed the QRL already supported an independent commission ''irrespective'' but was concerned about how it is constructed and how the commissioners would be elected.

Carr said speed bumps which needed to be cleared en route to a commission were ''not a Queensland issue or a NSW issue''.

''We all want what is best for the game. The game is 102 years of age, we want to make sure sustainable for the future,'' Carr said. ''In talking to News Ltd, they are very determined to get it right.''

f**k News Ltd. The future is not up to them, they're the guys who have to exit the game soon according to the agreement they made in 1998. Why exactly is Love bowing to News Ltd's terms, instead of listening to Livermore's valid arguments...?

I don't like it. I don't care if it's the QRL or the NSWRL or News or the clubs or David Merkin Leckie who is holding up the works, heads should be banged together to form a consensus agreement. It would be a great shame if the new era of rugby league was ushered in with yet another example of such tired old divisiveness from the old era.

Yeah, let's have a quick rushed consensus, even if details are overlooked and it's really sh*t... :roll:

Everyone (QRL included) has stated they are for the principle of an independent commission. The devil IS now in the detail, fact of life.

THE Queensland Rugby League says it will be disappointed but will "cop it on the chin" if it loses at an ARL board meeting today to decide the future of the game's first independent commission.

The issue has been simmering since late last year and supporters of an IC will have something to cheer about following the ARL board meeting in Sydney.

It is believed a compromise has been hammered out that will give the QRL and the NSWRL constitutional power, but limited control, over the IC's set-up.

The 10-member ARL board consists of chief executive Geoff Carr, chairman Colin Love and four representatives from the NSWRL and the QRL.

The ARL was hoping to present a united front on the issue, but it is believed Carr, Love and the NSWRL delegates are prepared to push on without the QRL's support.

"I'd be very surprised if the Country Rugby League (CRL) and blokes from the grassroots areas went that way," QRL managing director Ross Livermore said. "I just think they should remember the heritage and go from there, but that's their choice to make.

"You get on there as a director of the ARL and you look at what you think is in the best interests of the future. If something goes against, you've got to cop it on the chin."

The ARL and News Limited (publisher of The Australian) have been in talks for several months on ending their association with the game and handing control to the 16 NRL clubs through an IC.

The QRL has been portrayed as a major stumbling block in the march towards independence after agitating that both it and the NSWRL should not surrender all of its power to the IC.

The QRL wants to maintain a 50 per cent say on the make-up of the eight-member commission alongside the NSWRL, but the backers of an IC have said it could not be truly independent if that was the case.

It had always been hoped that something could be in place before the start of the season - even if it was an agreement with the detail to be hammered out later - but that will now hinge on today's meeting.

"Our view is that the ARL - through the NSWRL and QRL - should retain 50 per cent membership in there," Livermore said.

"We should retain 50 per cent membership, we've got that now, we owe it to the stakeholders, the game's 100 bloody years old and why would you hand up that?"

The QRL has consulted AFL chief Andrew Demetriou to help it decide whether there was room for state-based bodies in an independent set-up.

Livermore said he had concerns about handing over total control to rugby league clubs as some were privately owned.

"The AFL hasn't got that problem because their clubs are all there and they're all elected by committees," he said.

"You haven't got private owners putting their hard-earned in and looking to get a return."

IN an historic day for rugby league, the Australian Rugby League has finally thrown its full support behind an independent commission to run the game.

An ARL board today has formally agreed in principle to a model put forward by News Limited.

The move all but seals the introduction of a new eight-member commission to run rugby league.

News Limited and the ARL will now step aside.

The ARL is due to release a press statement with additional details this afternoon.

So now they are admitting it was model put forward by News Ltd. Funny that's not been mentioned before. Excuse me if I'm skeptical.
