French has never played first grade, so they could only rate his potential. And even if they rate his potential highly it doesn't mean he'll be ready any time soon.

It also may reflect the fact that we don't know whether Norman will be here from 2017 onwards.
You'd think that French will start from the bench before he's a regular NRL starter. And even that would be late 2016.
Yes so many teams carry a spare fullback on the bench.
He is not big enough to play anywhere bar halves or fullback.I see him as a fullback but a bit of a turnstyle in defense at the moment.
If he is not playing first grade in 2017 he will more likely be just an average first grade player IMO. Most of the real good ones are playing first grade by 20/21 unless injury.

The interchange rules are changing next year mate. He's a Barba style player. Could work off the bench, teams are more likely to carry a non-forward next year.
Why? Less interchanges-WOuldnt that mean they would want more forwards as they have too play bigger minutes?
It's now an issue for the courts. There is no point in the NRL asking as to put the contract forward for registration at the moment. If the case runs its course and, as I would expect, Hoppa wins we'll certainly be hit for damages of the type you describe (and they'll hit the cap too).
I don't see how you can infer that the NRL are sensitive to the importance of fixing the blunders of Seward. They're just doing nothing.

They refused to register Forans blundered contract.
Do you know for a fact they have had no input over Hoppas situation?
For all we know they have suggested that registering it will put us over the cap, so they won't do so unless we fix it (Foran style).
If that is a 1% care factor from them, then my (ever so slightly sarcastic) comment might have some weight???
I'm pretty sure they don't see it as "steward's blunders" either, seeing they were already highly critical of our governance before those issues arose.
The only people regarding Foran and hoppa situations as the fault of a rogue CEO for which the club was entirely innocent are the board itself, and a handful of very very naive (or completely biased) people on here.
Moylan was 21...Pretty sure couldnt play more due to salary cap that year.
