Depends who instigated the release I suppose. If it's Sandow that wants out (and who can blame him), then the Eels are under no obligation to pay him out.

I can see Penrith, Canberra and maybe Gold Coast picking up Sandow if he was released. I'd say Dragons too but I don't think Doust would chase such an erratic player. Cowboys would have been there too if Morgan hadn't stepped up. Broncos wont pick him up, just not their style really. Anyone who does will get him cheap based on this years performances..
