It's the market? But you said hayne will dictate he wants 2 million. Whilst I agree he will want some value and any bidding war will drive up his price in theory, barring nrl interference there is nothing stopping him saying he'll play for minimum wage. In fact evidence so far points to the fact he's inclined to (less salary in nfl, Fijian Olympic team) but at the end of the day you have no idea how much he wants, thinks he's worth or will get paid. So why pull figure out of your ass?

Because someone else plucked $1.2M for Foran (which seems realistic to me). If the market gets him that much how much do you think the market gets Hayne? Nothing less than $2M is realistic, IMO. The same as Thurston was reported to be on (which seemed a fair guess to me).
