I was pretty sure that this year at least only Tim was eligible. Maybe I'm misremembering. And I reckon Moeroa at least could be on more.

Moeroa probably is, but also at this stage of his career he's a 4th to 6th Top 17 middle forward. The only Top 3 middle forward we currently have is Brown. We need two more.middle forwards as good or better than Brown.

I doubt it. The market decided Mannah's last contract, same as any other.

Arthur's doesn't pay overs, at least not under the cap. We know this because he pushed Foran out as soon as his TPAs became part of the cap. Plus the fact we miss out on recruitment targets shows we only offer market price.

Tims contract is reportedly well over 500k but only 270k is on the cap.
please correct me if im wrong about the 270k figure but its right around that give or take 10k, he is our long serving player.

That's quite simplistic. Arthur also has to manage morale of those he chooses retains, and so in a sense is hamstrung by some players' previous market value.

For example, by virtue of not wanting to offer Mannah a huge salary reduction (matching the demise in his market value from SOO-level to nuffie) just to stay, Arthur could well have chosen to offer him "over" the available market value. He may have done this in the interests of Mannah's morale and perhaps that of the braoder squad (since the guy was one of the captains), rather than send Mannah to market and/or try and retain him for less.

So it's a bit simplistic to claim that Arthur doesn't pay overs, based on some circumstantial evidence.

...and I'm sure the realisation that Foran was a grade-a f**kwit also helped shift him on (obviously the TPA thing was a major factor but it's a bit simplistic not to mention this fact).

Arthur turfed the popular Nathan Peats and has let many others go. There's no difference between offering less or making no offer at all. Coaches do it all the time. They are not in the game to make friends.
