So as my comment alluded to, why would someone consider him a chance to be starting in the 7 in round 1?

Who really is talking about Fogarty as a starter? Apart from some posters ?
From all reports from TCT who attend training the halves will be Gutherson / Norman unless there is a disaster.

But they have also reported Fogarty is doing everything right.

I doubt Fogarty is any chance of starting the year in the NRL with Robson in front of him if there is a disaster.

But this could all change with some good consistent form in nsw cup during the year.

From what I've seen, read, and heard I reckon that Fogarty could become a decent utility off the bench. We know he can cover the halves, he can also cover fullback and I reckon we'll see him play a bit of dummy half in the penrith trial. He's amazingly athletic, he has some decent skills all that he'd need is the mentality for first grade and to be a decent interchange dummy half he'd need to up his work-rate in defence.

I don't expect Fogarty to get much more than a handful of games in the NRL, if at all.

They mostly play different positions. Fogarty will be used as a half mainly whereas Smith will be used as a fullback.

I think this is the first time in quite a while we are fielding a side in NSW Cup that can potentially push the first grade team in terms of performing or risk being dropped.

I do too. Given the little I have seen he does have a good attitude and he has the skills. He won't be starting, we certainly have better players. I doubt he'll get much first grade game time this year.
