I'd say those clubs have enough resources that they do have top 30 quality right through their top 30. Wouldn’t it depend on which club the ‘average coach’ was working for? Ricky Stuart’s record is very different at each of the clubs he’s coached at, as is Cleary’s. If Brad Arthur coached at the Tigers he would likely never make the finals either. At the Roosters/Storm/Panthers he would probably have won a premiership.
