Dummy half is a specialist position though, requiring constant decision making and more touches of the ball than any other player. Even if a dummy half has no running game he still needs to make decisions and handle the ball with low errors. I can't remember the plays you referred to but often dummy halfs will initially scoot to engage the markers and then pass the ball. I don't think that should be classed as a run. Personally I think handling the ball at dummy half is an important part of the attack, but many others (fairly) think you're not 'attacking' unless you're taking on the defence.
