The NRL doesnt stop a player signing a Contract but what you are talking about would stop a club signing the player which is a restraint of trade. Its not my opinion, its already been tested in court and its common sense. If a player signs a Contract that has nothing to do with the club, $0 goes on the cap no matter how much the player earns.They don't stop any player from signing any contracts. What they do is make it count under the salary cap that clubs agreed to, under threat of playing for no competition points. The NRL doesn't dictate whether players sign or for how much. They don't even stop merkins playing. But if a club is over the cap they play for no points. Everyone still gets paid. No club is entitled to receive competition points when they play or compete in the finals. That's up to the NRL.
Clearly its one of the functions it serves, but it isnt/wasnt the purpose that it was brought in for, which is also why it doesnt work well in serving that function.
