The fact that a letter was given to the magistrate explaining that Radradra father is suffering from serious health issues isn't good enough for this bloke....How dare he not make an appearance in my court room, arrest him immediately.

Does Aus have an extradition treaty with Fiji or France?
I'd like to see parra sitting him down and ripping up his 2017 contract due to these current charges against him. He can stay in Fiji for the year.

If Parramatta ripped up his contract, that would make him available to sign for Toulon. What they should do is threaten to take out an injunction if he signs with them whilst still under contract. Whilst Parramatta could not obtain a court order forcing Semi to play for them in 2017, they could obtain one preventing him from playing another professional sport until his contract with them expires. The problem is rarely have clubs threatened, let alone done this, when these types of situations have arisen.

His problems could just start when he returns to Australia for a holiday of a family visit.I doubt an Australian court is going to be able to enforce anything against Semi playing for Toulon. No judgement here would be binding there.
