Because refs love to keep aaking a player "do you want to make an official complaint?" repeatedly until they say no, and then the NRL does to old "well the victim doesn't want to go on with it so looks like it never happened" routine.
Paea said twice what gallen said to him to the refs. That in itself should be taken as an official complaint and enough to punish Gallen.
Gallen showed his true class in his interview with News Ltd when he blamed the incident on Paea..... the bloke just saved his career so he is laying the boot in. Typical Gallen cat act
you cant suspend a player for something like this without a hearing.
Without Paea at that hearing there is likely no evidence.
that doesnt mean something is being swept under the carpet. Paea holds the power here, surely he can still make a complaint if he wants.
And if he doesnt thats his choice , but it doesnt mean it is being swept under the carpet.
