It looked like to me that the initial hit was at the top of his chest, and then the deflection off the ball took him higher. If you look at the second photo his head looks like it’s on the back of Talakai’s shoulder.

There are reasonable grounds to seek a downgrade with first contact at upper chest. It was graded as a 3 (which is the highest grading), hence the 450 base points for early guilty plea and 500 for contesting and losing (Talakai has loading to take it to 600).
