I think his demographic includes women younger than what you state, men too.
It's a calculated push to attract more female fans. Rugby League has negative connotations associated with it which could make some mothers forbid their sons to play the sport.
The NRL wants to attract people who aren't already fans of the game, they don't want to focus their marketing efforts on attracting old blokes who love Rose Tattoo, most of them would have already decided whether they like the sport or not.
