Reform requires bipartisan support. Alas it seems things have to get worse before voters will accept that entitlement is over.

When Tony Abbott was opposition leader there was no bi-partisanship in anything. He would not allow it. Shorten appears weak, but he stated many times that he feels the opposition has two roles. One is to keep the government honest; and the other is to try to work with the government for the good of the Australian people.
