In the case of the Dragons, rumoured signings linger on and in most cases do not come to fruition particularly anyone of significance and if a rumour does actually happen, the player is generally one who is an in between KOE Cup and first grade level.
Now when you see a club like the Roosters go for a player, they know how to get their man.
