Dragons and Roosters are bidding over Trent Merrin with St George making a record offer as they await a decision on Russell Packer.
Merrin, 25, has been tabled a three-year contract offer valued at $1.8 million.
His current contract expires at the end of 2015.
The Sydney Roosters are also clawing for Merrin?s signature.
The offer is under consideration by Merrin and his manager Wayne Beavis.
Merrin, who has played 107 NRL games for the Dragons, made his debut in 2o09.
Dragons recruitment manager Paul Mulholland said the club wanted a a decision on the offer made before Christmas.
??It is the best offer the Dragons have ever made a forward,?? Mulholland said.
?It will make him one of the highest-paid middle players in the game.
?We are just waiting for Trent (to decide).?
The Dragons are keen to sign jailed prop forward Russell Packer, who is to be paroled in January after serving 12 months for an assault.
Packer, who left the New Zealand Warriors to join Newcastle, had his contract ended by the Knights when jailed.
The NRL would have to approve a contract to register Packer before he could sign with any club.
