Dude kicked Lussick
It was literally what happened and why Ilias broke his leg, as it was his shin, in the motion of completing his kick, smashed into the knee bone (I think) of Lussick, as the latter tried to charge the kick down. Lussick was clearly going for the ball but got it wrong, and the outcome was horrible. Duty of care is of course with Lussick and he will for sure get smashed by the judiciary based mainly on the outcome (broken leg), and to a degree him by being a nobody. Which isn't quite how a judiciary should operate of course, but how it will cause this is Australia and this the NRL.

What would the punishment be if Ilias just lightly hurt his leg as a result (and played on) if all else remained the same?

Should be classed as careless, not reckless.
But Lussick will get hammered for it because Ilias is a bit of a media darling right now as he’s already been widely seen as being unfairly scapegoated for Souths poor form when Demetriou dropped him.

This is basically how it works in the NRL judiciary and also often in the refereeing, and the saddest thing about it is that many of those making the decisions are so deluded that the are oblivious how impartial and inconsistent they are (or perhaps a few are so cynical they don't care). How on earth did Latrell not get 10 in the bin for that elbow shot? It was awful.

I’m even more puzzled how he didn’t get binned and charged for the lift on Tohu. He clearly placed his hand between a players legs and lifted him beyond the horizontal into a dangerous position, but nothing other than the original penalty?

I was okay by that as he more or less baby coddled Tohu to the ground, so put him in a dangerous position yes, but then undid the danger.

I should take another look at it. If it’s obvious that that was the case then yeah penalty sufficient

He also caught Ford around the head/neck area when Ford was scoring a try. Total grub.
If you pause the video at 1.57, you can see Mitchell had an opportunity to either punch the ball out or wrap the ball up over the line but instead aimed much higher.

Did pretty much the same to Berry, too, when he was scoring his try.

It's not fair, they've punished the injury and the fact he's not a marquee player/a reserve grade player (at the time).

What do the rules say in terms of contact on the kicker?

I don’t know what the rules say, but I’m pretty sure there’s a blanket “you can’t attack the legs” vibe to charge downs.

As a neutral I thought 10-12 weeks for that. It's on the defender to not break legs or knees when attempting a chargedown. From the footage that challenge looked completely reckless. Amazed he only got 4 weeks.

Having another look this morning I reckon 6-8 was more on the money. It wasn't quite as reckless as I initially thought.

I didn't feel like he did attack the leg...I felt like the kick was executed so late, that he got too close to him...but then again, obviously that kicker is a prone position, and it's probably incumbent on Lussick to not make contact. So maybe it is fair.
