That's a no. And a no.Perth only needs the Bears if these two things are in doubt:
1. Financial sustainability. Can the Perth club generate enough fan and corporate revenue on its own to be sustainable?
2. Player development. Can Perth develop WA players and have a feeder club arrangement in place with a QRL or NSW cup side to develop players?
Basically any Perth bid that can show a strong business case meeting those two points doesn't need the Bears.

Let’s face it the competition could put a team anywhere in a place around 500k or more in Australia and New Zealand and it would work and potentially flourish.
You could put a team or two in NZ, Adelaide, Perth and another one in Brisbane and they would all work.
