It doesn't matter if it is deliberate cheating or not, if they breached the salary cap the team was still assembled illegally, otherwise it wouldn't have breached the salary cap and that is all there is to it!
No one is accusing the Raiders of deliberate cheating, and as proven the 94' side was perfectly legal. The 1990 side though was still "illegally assembled".

In 2007 we finished 7th, in 2008 14th, 2009 10th, 2010 we finished 9th. Which is an average of 10th over those 4 years.The answer to that excellent question is once. They have made the finals series once since the salary cap came in (which was 1990)

No the word "proud" wouldn't be the right word, of course I'd rather we come first every year but we were starting from a very very very low floor, we had a long way to go to just become competitive, let alone excel.
