So when you say paying for expansions your talking about paying for the annual running costs.
It's the job of the bid team (currently being funded by the government) to find private backers to fund the club into the future. No one would expect the government to run the team. They'll help develop a business model based on running costs, NRL Grants and other forms of income. Liaise between potential backers and the NRL.
I'm sure they are also accessing government funding options for critical infrastructure such as an CoE and ground upgrades. It's not far fetched at all to expect both a CoE and ground upgrades to happen here in Perth with a supportive State Premier and massive budget surplus.
Again just because this is not playing out in the Sydney / Brisbane media doesn't mean nothing positive is not happening in the background. The funded bid team are not just sitting there staring at a phone waiting for PVL to call.
