If all these things make a bad player, then Luke Covell is one of the worst.

Covell is the exact opposite of what you have said. In fact, its so wrong it should be illegal.

Well anyway I'd like to propose that Simon Mannering is indeed the worst player ever to grace an NRL field. In seven appearances this season he offered nothing, failed to score a try, was consistently caught out of position, bombed at least half a dozen opportunities and was a constant worry every time the opposition kicked in his direction.
In fact, I think back to the days of the great Paul Carige who was often a liability but at least offered something on a good day. I recall a cracking length of the field try he scored against Newcastle at Parra Stadium in early 1998 - brilliant!!
Mannering doesn't even offer that. He is woeful.
