If we take the $6.8 mill salary cap and divide it equally among a 25 man squad it comes to $272k each, given that, I would not be likely to pay much over $700k for any of the top players lest it leave the rest of the squad too weak.

Souths are just a bit over imo. Greenberg has said Souths problem can be fixed quite easily too.
Get rid of McQueen and Grant and we will be right. (Possibly Grevsmuhl as Penrith are very interested in taking him early).
We have juniors ready to step up (80k they will get) in Musgrove, Olive, Gosiewski, Whitelaw, Simone.
We also have B. Gray, H. Hunt, Crichton, Goolagong, Murray and Saumamao.
It's good talent coming through.
