    From what I understand - no. Only when there is a structured restart, such as a scrum, dropout, try etc can a challenge occur.

    Agree. Allowing other clubs to be able to veto a player's signing is wrong. On the other hand, having an independent body that can do that, if it believes it is in the best interests of the game, I would have no problem with.
