In this case the senior partner got the name and identity. In the Perth case the junior partner would get that.
Ask magpie fans how they feel about wests tigers, despite being the senior partner.
Lets say the Bears only have only one seat on the board. Any clause concerning name and colours would need a unanimous vote to change allowing the Bears as the junior partner to protect what they bring to the table.

That's not how it works, and you don't need some form of legal ownership arrangements, to make it work.

Again we are talking seperate things.

to get a club and agree to send players back and forth no agreement is needed.

To have say a Perth coach in charge of the feeder - which is how you get both sides on the same page.

And if that side is going to be developing talent then you need that. That is what all the new teams need

Correct. There are things that can be put in place to protect sides

It happens now in the QCup, and yes you would have people from the club involved.

Likely be a joint venture given pvl has said the bears have to be involved

might be 49 percent to keep Perth happy

On any operating conditions I agree.

No issue on a set of principal non-negotiables such as name and colours that get agreed at the beginning by both parties.
Will Norths even entertain such a role, if they were so limited in their influence?

This would be a fatal mistake for rugby league.
the tigers can’t get out of their own way.
Saints are making baby steps up the ladder.
knights are stagnant
Souths go down Warriors go up.
Besides skilled players are thin on the ground
And I like to see quality games.
no average one I actually turn off.
the argument is too obvious against at the moment

If the Perth team goes down that path with the Bears, the name and colours will be the minimum requirement to come to an agreement.

I'm sure NS will wont an even share on the board, I'd doubt Perth would allow that. That what I see as the major sticking point.

I'm indifferent on teaming up with the Bears, there are some real benefits, but I'm heavily against it if Perth don't have operating control and its 50:50.

Could be southern Jet's. Involving Perth. Adelaide. Melbourne. Hobart. Multiple joint venture. The Balmain tiger's. Get together with Brisbane tiger's. Brisbane Bengal's
Western suburbs Magpies stand alone. South West Sydney. Campbelltown

I agree with most of the above. Rigged probably not the term though. It implies that the process of expansion is open to the best possible bid. Whereas it looks like PNG, Perth and NZ 2 are targeted locations.
If the ARLC convinces the 17 clubs to accept Christchurch, Perth and Port Moresby then it will be a miracle. All three locations are risky propositions.

Awful lot of rubbish being written here. The Storm have proven that you can build a first rate club which wins premierships and rely on feeder clubs from interstate and without a first rate local comp.
Perth’s advantages are it can learn from the mistakes made in Melbourne by focussing on pathways immediately and rely on feeder clubs in the mean time, and they have the full support of the WA government who will make this club work.
If the Storm can do it Perth definitely will.
The endless negativity here about Perth would be humorous if it wasn’t so agenda driven and pathetic.
Are you oblivious to the $75m News Ltd spent on the Storm between 1998 and 2012?

Or the $25m provided by ARLC between 2012 and 2018?

Or are you ignoring it to push a dumb agenda?

Don't forget the salary cap rort that was funded in part by News Ltd.

Do I need to remind you that News Ltd were able to do this because they held a 50% stake in the NRL?

Storm inherited the bulk of their roster from Reds and Mariners. Perth won't have any of these advantages.
