The Storm are doing now what they should have done 25 years ago. Building pathways. I’ve said this consistently. Your opposition to Perth is typical east coast denial. It’s views like yours that will always argue for a small game. There is nothing stopping a feeder arrangement into Perth that does not require a joint venture other than your own biased view. Perth is a huge win for the game and they should be team 18. Melbournes pathways are a result of the nrl finally understanding that they matter and they are paying dividends. A Perth team will feed off those lessons and will be self sufficient far quicker as a result. And the government is backing them 100% I’m happy never to agree with you about this because you have a narrow vision and you are wrong.
What are you basing your opinion on?

There's so much wrong with your theory it's laughable.

Back in the delayed Friday double header days, 9 had a massive post 10:30pm drop off. People would essentially only watch the first half. Part of that was the ad structure. Part of it was the timeslot.

All games regardless of the day need to end at the very latest by 10:30-10:45pm by the latest otherwise people will not invest in watching the second game if they regularly nod off during it.

9 will never show a game on FTA earlier than 7pm that clashes with the news. Even then they don't really want to dislodge A Current Affair unless you can make the NRL outrate it overall .

If I was 9/Stan and I had full rights I'd do the following:

5:15 Stan: NRLW game
6:55 Channel 9 News/Stan - end the Friday news broadcast with a 5 minute preview of the Friday double headers - no need to do it in the actual broadcast - PROMOTE YOUR CONTENT, NOT YOUR RIVALS!!!
7:00 9/Stan: NRL Coverage start
7:01 9/Stan: NRL Game 1 (family game) kicks off
7:45 Game 1 approximate half time starts
7:55 Game 1 approximate second half starts
8:40-ish Approximate end of game 1 (except for golden point scenario) -- then about 20 seconds after the first game ends, at the second ground all the players are already on the field and the signal is sent to the other ref--
8:40-ish 9/Stan: NRL Game 2 (later game) kicks off -- (prior to this at the ground there was a 7pm NRLW game)
9:25 Game 2 approximate half time starts - Game 2 has an extended half time to make up for reduced ad space in game 1
9:40 Game 2 approximate second half starts
10:25-ish Game 2 ends
10:30-11:00 Post game coverage of both games

Every week: Out of the 4 teams, at least 1 Queensland team, 1 Sydney team, 1 Melbourne/Perth (Perth in later games only) team & 1 other team (NZ teams only in early game as away teams so it's a 9pm NZ kickoff).
Covering 3-4 metros/regions every Friday.
4 hours of FTA coverage - on par with fumbleball - BUT - 200-220 minutes is actual game time, to their 165 minutes.

Ratings dominance every single round.

One shit reality of being a Perth sports fan is the games are fixtured to suit the east coast. It is what it is, even if Perth sports fans hate Sunday twilight fixtures as much as their east coast counter part.
Friday 7:30pm awst would work much better in Perth than the AFL's Friday night footy because of the latter starting time locally. But if Channel 9 won't entertain telecasting till 11:30pm AEST then that time slot dead in the water.

Perth will get most if not all of their games at 6 to 630 est time which is perfect for crowds in Perth and tv too on Fox

Maybe it's a local Perth thing then, but Sunday twilight is not at all a popular timeslot for Perth spectators, and it's a bone of contention for WA fans, the Eagles, Dockers, Wildcats, and local sponsors against the AFL and NBL.

I'll never forget Eddie McGuire melting down over the AFL having the gall to fixture Carlton vs Collingwood in the Sunday twilight grave spot. Only 35000 showed up.
It embarrassingly exposed how padded Melbourne based AFL crowds can be, because the big clubs get such a leg up with blockbusters and favoured fixturing while big non Victorian clubs like West Coast, Adelaide, and Fremantle are expected to take the hit and do the heavy lighting for the Victorian tv audience

twilight in Sydney won’t be twilight in Perth given the time difference

the game will be 4 pm Perth time

That is the issue. Timeslot can work but the opposite is true when you guys are getting games from here.

In an ideal world West would have the same population and like in US. We'd get late night games here
